Executive Management
Mr. Abdallah Sabat is the CEO of the Palestinian Development and Investment Company (PADICO). Sabat accumulates over 20 years of local and international experience in management and investment, previously as a Senior Partner at Massar International and General Manager of Siraj Investment Fund, the first private equity fund in Palestine with $300M of assets under management in various sectors. Formerly, Sabat served as an audit manager at Ernst & Young, where he audited several listed and private companies and investment funds.
Sabat serves as a board member in various public and private companies; he is the Vice Chairman of the Palestine Stock Exchange (PEX), a board member of Palestine Telecommunications Company (Paltel), and Vice Chairman of the Palestine Leasing Company (PalLease).
Sabat holds an MBA with distinction in Finance & Accounting from the University of Liverpool and a B.A. in Accounting with a minor in Business Administration from Birzeit University. He is also a Certified Public Accountant (CPA) in the State of New Mexico, USA, and a Certified Internal Auditor (CIA) by the Institute of Internal Auditors (IIA). Sabat is a member of the American Institute of Certified Public Accountants (AICPA) and the Institute of Internal Auditors.
Mr. Nimer Abdul Wahed is the Chief Financial Officer of Palestine Development and Investment Company (PADICO Holding), as he accumulates over 20 years of experience in development and financial management of companies; specifically, in the real estate sector.
Before joining PADICO, Nimer served as the Chief Financial Officer of Bayti Real Estate Development Co. (the developer of Rawabi city) for more than 9 years, which skilled him to possess strong capability in management and oversight of day to day financial and business operations as well as proven strengths in the areas of analysis, performance monitoring and evaluation of organizational short- and long-term objectives.
Nimer also worked at the global auditing firm Ernst & Young, where he audited several projects for USAID, the European Commission, several banks and financial institutions, investment firms, and NGOs over a period of 7 years.
Nimer serves on the Board of Directors of many publicly listed companies and private shareholding companies including the Chairman of Palestine Real Estate Investment Company (PRICO), a board member of Jericho Gate, Jericho-Agro Industrial Park (JAIP), Palestine Industrial Estate Development & Management Co. and Palestinian Company for Rental and Leasing (Pallease). Nimer is also a member in several civil-society organizations.
Nimer holds a Master’s Degree in Business Administration, a Certified Public Accountant (CPA), and a member of the American Institute of Certified Public Accountants.
Mohammed Najjar is a Senior Director and Chief of Gaza Portfolio at PADICO Holding with 18+ years of experience leading multi-sector diversified investments and operations across power generation, industrial zones development, logistics, manufacturing, urban development, real estate and tourism. He leads end-to-end investment planning and execution, with a focus on operational discipline, integration, and sustainable growth.
Mr. Najjar sits on the boards of PADICO subsidiaries with a significant role in leading pioneer investments, including Palestine Power Generation Company, Palestine Real Estate Investment Company, Palestine Industrial Investment Company, Jericho Agro-Industrial Park, Palestine Company for the Construction and Management of Industrial Zones, and Al-Mashtal Tourism Investment Company and others. Moreover, Mr. Najjar contributed to establish Rawabi city’s water and wastewater utility – Qatra and currently serves as its chairman.
He holds an MSc in Environmental & Water Engineering and a BSc in Civil Engineering with a business emphasis from Birzeit University, along with certifications in project management, sustainability and renewable energy, and investments.
Mr. Fadi Toumeh is an Investment Manager at PADICO Holding. His experience spans over ten years, primarily in investment and private equity management. During his professional career, Toumeh played a crucial role in supporting the management and monitoring of Siraj Palestine Fund I. He previously served in several positions in financial brokerage and business development.With strong technical skills and in-depth market knowledge, Fadi has been directly involved in the full range of investment activities, including investment and financial analysis, monitoring, business valuation, business planning, deal structuring and negotiations, market and financial due diligence, and budgeting. He served as a board member and managing director of several public & private companies.
Toumeh holds an MBA from Birzeit University and is a CFA charter holder. He is also an Executive Programs alumni of Harvard Kennedy School.
Mr. Ahmad Deeb serves as an Investment Manager at PADICO, bringing over 15 years of experience in investment management, financial and economic analysis, and portfolio management. He has an extensive track record in managing and analyzing balance sheets from an asset and liability perspective.
Mr. Deeb possesses strong expertise in financial modeling, feasibility studies, company valuation, mergers and acquisitions, and financial risk management. He also plays a key role in developing financing strategies and policies for small and medium-sized enterprises (SMEs).
He holds a Master’s degree in Economics and a Bachelor’s degree in Finance from Birzeit University. Mr. Deeb is a Chartered Financial Analyst (CFA) and a Financial Modeling & Valuation Analyst (FMVA), with advanced skills in statistical analysis and financial modeling software.
Mr. Ziad Tafesh is the Deputy Admin and HR Manager of PADICO Holding. Previously, he worked for Al Manara Group as an Administrative Affairs Officer and as a GIS map designer for Sky Maps. He also served as the Administrative Director of the Executive Club in Ramallah.
Tafesh holds a B.S. in Geographic Information Systems and Political Science from Birzeit University. He also holds additional certifications in computer network maintenance, web design, electronic networks, statistical analysis, information systems auditing, and virtual server systems.
Mr. Faris Sabaaneh is the General Secretary of PADICO Holding.
Sabaaneh plays several roles in public relations, events management, shareholder relations, and administrative affairs within the company.
Sabaaneh has extensive experience in legal work, corporate communication, and building public trust, gained through serving as the Head of the Media and Public Relations Unit at the Palestinian High Judicial Council for more than ten years. He holds a bachelor’s degree in Computer Information Systems from Al-Quds Open University.
