Executive Management
Mr. Abdallah Sabat serves as the Chief Executive Officer of PADICO. His local and international experience in management and investment spans more than 20 years. He is a partner at Massar International Group, and previously served as the General Manager of Siraj Fund Management Company—the first company specialized in managing investment funds in Palestine—where the fund manages investments valued at USD 300 million across various economic sectors. He also previously served as an Audit Manager at the global auditing firm Ernst & Young, where he worked with major local companies and several international institutions.
Mr. Sabat serves on the Boards of Directors of numerous public and private companies; he is the Chairman of the Board of VTEL Middle East & Africa, a Board Member of the National Bank and a Board Member of the Palestine Telecommunications Company (Paltel).
He holds a Master’s degree in Business Administration with distinction in Finance and Accounting from the University of Liverpool, and a Bachelor’s degree in Accounting and Business Administration from Birzeit University. He is also a Certified Public Accountant (CPA) licensed in the State of New Mexico, USA since 2008, and a Certified Internal Auditor (CIA) accredited by the Institute of Internal Auditors (IIA). In addition, he is a member of the American Institute of Certified Public Accountants (AICPA) and the Institute of Internal Auditors.
Mr. Nimer Abdel Wahed serves as the Chief Financial Officer of Palestine Development and Investment Company (PADICO Holding), bringing over 20 years of extensive professional experience in financial management and business development, with a specialized focus on the real estate investment sector.
Prior to joining PADICO Holding, Mr. Abdel Wahed served as Chief Financial Officer of Bayti Real Estate Investment Company, the developer of Rawabi City, for more than nine years. During this tenure, he played a key role in overseeing day-to-day operations, advancing financial, commercial, and administrative systems, establishing robust financial analysis frameworks, and leading performance monitoring and evaluation processes to ensure the achievement of both short- and long-term organizational objectives.
Earlier in his career, Mr. Abdel Wahed gained extensive professional experience at Ernst & Young, where he spent seven years engaged in the audit of a wide range of projects for the United States Agency for International Development (USAID), the European Commission, as well as banking and financial institutions, publicly and privately held companies, and non-governmental organizations.
Mr. Abdel Wahed serves as the Chairman of Palestine Real Estate Investment Company (PRICO) and Vice Chairman of The National Bank. He also serves on the boards of several publicly listed and private shareholding companies, including the Palestinian Company for Distribution and Logistics Services (Wassel Group), Jericho Gate Real Estate Investment Company, Jericho Agro-Industrial Park (JAIP), and Palestine Industrial Estate Development and Management Company (PIEDCO). In addition, Mr. Abdel Wahed is a board member of several civil society organizations.
Mr. Abdel Wahed holds a master’s degree in business administration, a Certified Public Accountant (CPA), as well as a member of the American Institute of Certified Public Accountants (AICPA).
Mohammed Najjar is a Senior Director and Chief of Gaza Portfolio at PADICO Holding with 18+ years of experience leading multi-sector diversified investments and operations across power generation, industrial zones development, logistics, manufacturing, urban development, real estate and tourism. He leads end-to-end investment planning and execution, with a focus on operational discipline, integration, and sustainable growth.
Mr. Najjar sits on the boards of PADICO subsidiaries with a significant role in leading pioneer investments, including Palestine Power Generation Company, Palestine Real Estate Investment Company, Palestine Industrial Investment Company, Jericho Agro-Industrial Park, Palestine Company for the Construction and Management of Industrial Zones, and Al-Mashtal Tourism Investment Company and others. Moreover, Mr. Najjar contributed to establish Rawabi city’s water and wastewater utility – Qatra and currently serves as its chairman.
He holds an MSc in Environmental & Water Engineering and a BSc in Civil Engineering with a business emphasis from Birzeit University, along with certifications in project management, sustainability and renewable energy, and investments.
Mr. Fadi Toumeh is an Investment Manager at PADICO Holding. His experience spans over ten years, primarily in investment and private equity management. During his professional career, Toumeh played a crucial role in supporting the management and monitoring of Siraj Palestine Fund I. He previously served in several positions in financial brokerage and business development.With strong technical skills and in-depth market knowledge, Fadi has been directly involved in the full range of investment activities, including investment and financial analysis, monitoring, business valuation, business planning, deal structuring and negotiations, market and financial due diligence, and budgeting. He served as a board member and managing director of several public & private companies.
Toumeh holds an MBA from Birzeit University and is a CFA charter holder. He is also an Executive Programs alumni of Harvard Kennedy School.
Mr. Faris Sabaaneh is the General Secretary of PADICO Holding.
Sabaaneh plays several roles in public relations, events management, shareholder relations, and administrative affairs within the company.
Sabaaneh has extensive experience in legal work, corporate communication, and building public trust, gained through serving as the Head of the Media and Public Relations Unit at the Palestinian High Judicial Council for more than ten years. He holds a bachelor’s degree in Computer Information Systems from Al-Quds Open University.
Khalid Khafajah is an investment professional with expertise in investment management, corporate finance, banking, and business development. He has extensive experience in evaluating investment opportunities, leading financial due diligence, and developing investment strategies across sectors including financial services, infrastructure, manufacturing, renewable energy, and healthcare.
Prior to joining PADICO, Khalid held investment and consulting roles with DAI and Solutions for Development Consulting, where he worked with international development organizations, financial institutions, and private sector clients on investment appraisal, financial modeling, market assessments, feasibility studies, and public-private investment initiatives. Earlier in his career, he served at Arab Bank, specializing in corporate credit analysis and the assessment of financing transactions.
Khalid is a CFA Charterholder, a Financial Modeling & Valuation Analyst (FMVA),a Certified Management Accountant (CMA), and holds the CFA Institute Certificate in ESG Investing. He earned his bachelor’s degree in accounting from Birzeit University and combines rigorous financial analysis with a strategic focus on value creation, sustainable investment, and long-term economic development.
